The City is inviting proposals from qualified vendors to provide unarmed Community Safety Officer Services for up to 18 hours a day, seven days a week. Community Safety Officers will be uniformed unarmed non-sworn personnel that will be trained by the City’s police agency (LASD) and assist sworn personnel in the field by being directly dispatched to various calls for service that are non-emergency related and are considered low priority. Non-emergency and low priority calls for service include, but are not limited to, residential, commercial, and vehicle burglaries where there is no suspect present, theft reports, missing property, vandalism, towing of stolen/recovered vehicles, and non-injury related traffic collisions. The selected vendor will be responsible for providing qualified personnel to serve as Community Safety Officers that can pass the civilian background check from the LASD. The selected vendor will equip the Community Safety Officers with City approved uniforms, vehicles, radios, and mobile data computers that will be integrated into the LASD agency systems. Community Safety Officers will not have the authority to arrest people, engage in motor vehicle stops, or issue traffic citations, but will be able to complete numerous non-emergency and low priority law enforcement reports on their own without assistance from sworn officers
