Specifications include, but are not limited to: 2. Tree Removals a. All tree removals shall include having the stump removed unless otherwise directed by the Project Manager. Stumps to remain shall be cut as close to the ground as practical. Stump removal standards are listed below (Section 3). b. After the City determines that a tree requires removal, the City will prepare a list of trees to be removed and submits lists to Contractor. c. The City Staff shall make the final determination to remove or provide public noticing for removal at a later date d. Removals shall be conducted in good workmanlike manner in accordance with the standards of the arboricultural profession. e. No wood shall be left along public right-of-way unless approved by the City staff. All tree parts are to be loaded into transport vehicles or containers. The vehicles or containers must have the front, sides and rear solid and the top shall be tarped, or otherwise tightly enclosed. The transporting of tree parts must be made so that no debris escapes during the transport. Branches, suckers, bark, and other tree parts that are chipped are to be covered while transported and hauled to the disposal site during the workday. f. Diseased and/or infested trees that are removed may require disposing of wood debris using special handling or processing for proper disposal. Additional costs may be discussed with the City. 3. Stump Removal a. Contractor shall be responsible for marking all stump removal locations with water-based marking paint in accordance with the guidelines of USA North’s California Excavation Handbook. Contractor shall contact Underground Service Alert and wait the required time prior to any excavation. All excavation, including stump removal, shall be done with care to protect all utilities. In the event a utility is contacted, scraped, dented, nicked, or in any other way damaged, the Contractor shall contact the City and utility owner. Contractor shall comply with all California laws and regulations regarding excavations. b. Every stump, unless otherwise directed by the Project Manager, shall be completely ground to a minimum depth of fifteen (15) inches below grade. All above ground roots and portions of the trunk buttress or root flare contiguous with the stump shall be ground to a depth of fifteen (15) inches below grade. Each stump removal site shall be filled with the stump grindings/soil mixture to a maximum height of six (6) inches above the surrounding grade. The grinding mixture shall be compacted by hand to eliminate voids. All excess grindings shall be hauled offsite by the contractor. 4. Grid Tree Pruning a. At the direction of City staff, tree pruning per pre-designed districts, grids, or prune routes on a set cycle to include all trees regardless of size. Pruning will include structural pruning and crown raising, and slight crown cleaning. b. The City currently prunes landscape trees on a 5-year cycle, but grid prune cycles may be adjusted at the discretion of the City. c. Special projects that are difficult to access by equipment, require the need for specialty equipment (i.e., 95-foot tower), service request pruning, or pruning to reduce and/or pruning to restore would fall under Crew Rental. 5. Service Request Tree Pruning a. At the direction of the City staff, trees that need service prior to their scheduled grid trim for aesthetic purposes shall be trimmed within two weeks of notification by the City to the Contractor. Pruning will include structural pruning, crown raising, crown cleaning and crown reduction. b. Trees shall also be trimmed to remove any obstruction around traffic control devices, traffic signs and streetlights. Additional trimming shall be performed to mitigate any extreme effect of the clearance trimming and provide an aesthetic appearance. c. Trees that are obstructing red lights or stop signs are considered Emergency Response. Emergency Response standards are listed below (Section 9).
