The overall objective of this Bid is to provide vendors the opportunity to bid a unit price for the management of the District’s student transportation program for both general and special education students. The District intends to work with the Contractor and redesign its transportation program to minimize the cost. The District envisions a cost structure that will allow for flexibility in the program design and allow both parties to cover costs and realize savings when the program is changed or if the school is required to shut down and stop transporting students. The District is looking to secure competitive pricing with a pre-determined Contractor(s). A. DRIVERS: The District employs drivers and the Contractor must utilize the District’s drivers when available. In the situation when a District driver is unavailable then the Contractor will provide a substitute driver. The District’s drivers will be managed by the Contractor. The District will furnish uniforms for its employees. The Contractor will provide training when necessary. B. VEHICLES: The District owns buses and the Contractor must use the District’s buses when available. In the situation when a District bus is non-operable, the Contractor will provide a replacement bus. The Contractor will store, repair, and maintain the District buses in accordance with the applicable State vehicle codes. The term repair and maintain in this agreement is defined as all minor & major repairs and maintenance as follows: 1. Fuel, vehicle inspections, smog inspection, tune-ups, electrical systems, front & rear suspension, transmission, cooling systems, steering systems, and front & rear brakes. 2. Does not apply to ancillary equipment in or on the vehicles. 3. Does not include any major repairs to the engine, transmission, or differential. Before any major work on these three components, the Contractor shall notify and make recommendations, supplying explanations of why, with a non-binding, reasonable estimate for cost for material and labor. Such major repairs to the engine, transmission, or differential will be billed separately. The District might need a small-capacity vehicle to economically serve specific routes, in this context, a small-capacity vehicle is defined as a vehicle holding ten (10) or fewer persons including the driver. C. DISTRICT: The District shall furnish to the Contractor a list of students to be transported, the pickup location(s), phone numbers, photo, and school of attendance. The District shall supply changes or additions to the list of students to be transported to the Contractor, and the Contractor shall implement them within two (2) school days of notification. The District will furnish allowable pertinent information contained in a student’s IEP.
