Specifications include, but are not limited to: The City of Portland, Portland Housing Bureau is seeking proposals from individuals, firms, teams or consultants, hereafter called "Proposer(s)", to provide strong technicalassessment and project management of the transfer of business systems from PortlandDevelopment Commission (PDC) to Portland Housing Bureau (PHB).The Proposer will need to propose alternative system methods that would supportachievement of the policy and program goals in a cost-effective manner. Therecommendation proposed for consideration by Directors of PDC and PHB to include:1. Based on the vision and mission of the newly-created PHB, assist in the creation ofbusiness systems and structures to most effectively meet the new charge.2. Development of fiscal recommendations working closely with PDC and City Fiscalstaff. Estimated ongoing costs and appropriate staffing patterns to PHB if services(loan, real property assets, and loan servicing) are retained by PDC· Estimated one-time costs for establishing adequate systems· Estimated overall public costs and/or cost savings if certain businessfunctions are duplicated between PDC and the City.· Comment on the possibility that overall costs could be lower to PHB if allfunctions and systems transfer
