Task 1 – TOC PRODUCTION POLICY 1 - INCLUSIONARY ZONING MTC’s TOC Policy Guidelines require that 15% of units in new residential development projects above a certain number of units be deed-restricted affordable to low-income households. A lower percentage may be adopted if it can be demonstrated by a satisfactory feasibility analysis that a 15% requirement is not feasible. Subtask 1: Preparation for Proposed Policy Changes • Meet with Town staff to discuss background, priorities, and concerns • Review MTC TOC Policy Guidelines for Inclusionary Zoning • Review the Station Area Plan, General Plan, Zoning Code, and Prohousing policies • Review previous inclusionary housing studies and reports for the Town of Windsor, as listed above • Prepare a financial feasibility analysis for inclusionary zoning and alternatives for in-lieu fees, consistent with TOC Guidelines • Assess alternatives for compliance with TOC Guidelines. This analysis shall include utilizing MTC’s equivalency spreadsheet tool. Subtask 1 Deliverables: Deliverable 1.1.1: Summary memo on background, TOC policy guidelines, and existing policies Deliverable 1.1.2: Financial Feasibility Analysis Deliverable 1.1.3: Assessment of alternatives for in-lieu fees Subtask 2: Consultation and Outreach • Coordinate a community outreach plan in coordination with the broader outreach program that is scoped for the TOC Zoning/Density grant for the Town (i.e., Station Area Plan Update). • Prepare materials for consultation and outreach to interested parties and key players, including developers, housing advocates, and the local community.
