Consulting services to assist the City of Angels (Angels Camp) in updating the City of Angels Traffic Impact Mitigation Fees (TIMF). The fees were last updated in 2016. Specific tasks included, but may not be limited to: Preparing calculations for the fee and the supporting Impact Fee Study Report in accordance with California Government Code Section 66000 et seq., addressing nexus, purpose, use, and reasonable relationship. To the extent practicable, incorporate vehicle miles traveled. The report should address implementation, credits for developer improvements, and recommend a basis for annual fee adjustments and report recovery costs. Reduced fees for affordable housing also should be considered. Consultant will assist staff with preparing the necessary legal notifications and public hearing presentations. Current city TIMFs are based on dwelling units (residential), and acreage or square footage (commercial and industrial). Planning staff will assist with providing growth projections and planned future growth. The City has a 2025 list of ranked transportation projects to be funded by the fee over the next 10 years. The City Engineer has prepared cost estimates for each of the transportation projects. Consultants should be able to add or remove specific transportation projects in response to staff and public input to refine the fee.
