The City of La Cañada Flintridge is seeking proposals from qualified contractors to provide traffic control services for various city/city-sponsored events. As a contract City, services from an outside contractor are needed to provide all traffic control related items for events throughout the year. The selected contractor will be responsible for implementing the City’s traffic control plan, on an as needed basis, including but not limited to: • Providing and placement of No Parking signs • Providing and installing road informational signs • Providing and deployment of traffic alert display boards • Providing and placement of barriers and other necessary traffic control measures The City is interested in entering into an Agreement(s) to obtain Services needed to provide delivery, installation, set-up, monitoring, de-installation, and removal of rental equipment for the City’s special events on an on-call as needed basis. The work consists of furnishing all materials, equipment, tools, labor, and incidentals. The work consists of but is not limited to: on an as needed basis to furnish all labor, materials, services and equipment necessary for the planning, delivery, placement, maintenance, monitoring and removal of temporary traffic control signage, barricades, delineators, K-Rails, temporary fencing panels and snow fencing for large to small scale events. The City typically holds three to four events per year that require traffic control services. Although the dates are not set and can change. The annual events include: Typical Annual Event Date Thanksgiving Day Run Thanksgiving Day (Thursday) Fiesta Days run and parade Memorial Day (Monday) Emergency Preparedness Carnival September The selected contractor may be required to attend both virtual and in-person planning meetings, as well as site walk-throughs, as directed by the City. The scope of work includes providing traffic control services such as vehicular and pedestrian lane closures. At the request of the City, on an as-needed basis, the contractor may be asked to prepare both standard and engineered traffic control plans. Services are provided on an as-needed basis and include the planning, delivery, placement, maintenance, monitoring, and removal of temporary event-specific traffic control signage, equipment, and safety or security fencing. The contractor must ensure that a Foreman or Traffic Engineer attends event planning meetings and that at least one staff member is present on-site at the City’s Command Post during events to coordinate directly with City representatives. All traffic control personnel must be certified by the American Traffic Safety Services Association (ATSSA) as Traffic Control Technicians and Flaggers. The contractor is responsible for supplying all labor, tools, signage, barricades (including cement and water-filled barricades), cones, safety equipment, and vehicles necessary for traffic management. The contractor will be responsible for pulling necessary permits from third-party agencies, such as Caltrans, for any closures impacting those jurisdictions. The contractor will be applying for the said permits on behalf of the City. The contractor shall deploy sufficient staffing and resources to set up and completely remove all required equipment within the timeframes established by the City. All required traffic control plans, whether standard or engineered, must meet permitting requirements and be submitted in a timely manner. Engineered traffic control drawings must be stamped by a professional engineer registered in the State of California. Work will only begin after authorization by a designated City representative, and all services must comply with applicable regulatory agencies.
