Specifications include, but are not limited to: The Los Angeles County Metropolitan Transportation Authority (LACMTA) plans to implement a pilot program to convert two (2) segments of existing high occupancy vehicle (HOV) lanes to Express Lanes, High Occupancy Toll (HOT) Lanes. This pilot program will allow drivers of single-occupant vehicles to pay a toll to use the lanes when there is sufficient vehicle capacity in the lanes. As part of an overall strategy to reduce congestion and free up capacity in the general purpose lanes, the Los Angeles Service Authority for Freeway Emergencies (LA SAFE) plans to provide dedicated Toll Lane Clearance (TLC) for the HOT lanes. 1.2 LA SAFE already operates Freeway Service Patrol (FSP) on all freeways in Los Angeles County. The Express Lanes TLC service will be separate from existing FSP and have a unique service profile. LA SAFE expects the selected consultant to develop an Express Lanes TLC approach that defines how the service would work. Using the approach employed in existing FSP as a base, the consultant is to define the Express Lanes TLC in a written report with enough detail that the report can be used as a Scope of Work in a Request for Proposals (RFP) to be sent to potential providers and to develop Standard Operating Procedures.
