The City of South El Monte is seeking proposalsfrom qualified individuals and/or firms to administer the City's Owner-Occupied Home Repair Program, the First-Time Homebuyer loan, and Homeownership Opportunities. The program will be funded from the City's CalHome Reuse account, Permanent Local Housing Allocation Program (PLHA), and could be supplemented in the future with other sources. All rehabilitation projects, Mortgage Assistance, and Homeownership opportunities will be subject to program guidelines,including reporting,and disbursement procedures. The selected individual or firm will be required to assign a representative to the City who will be responsible for the requested services. The individual will be required to meet regularly with the City's representative to provide requested information, and as necessary to ensure proper implementation of and completion of funded projects, and submission of required reporting. The City intends to enter into a three-year agreement with the selected individuals and/or firms. The individuals and/or firms' performance will be reviewed each year, as it is the City's option to continue the contracted services for the second and third years.
