I. Program Design – Must provide TBS and IHBS to Kings County children/youth enrolled in Medi-Cal or are otherwise uninsured, meet criteria for TBS or IHBS services and are referred by KCBH. Therapeutic Behavioral Services (TBS) are one-on-one, intensive short-term outpatient treatment interventions for individuals under 21years of age with serious emotional disturbance (“SED”). SED is defined as having a diagnosed mental, behavioral, or emotional disorder, experiencing stressful transitions or a life crisis, or being at risk of placement in a more restrictive setting such as a hospital or Short-Term Residential Treatment Programs (“STRTP”s). Services are available to individuals displaying difficult behaviors who need one-to-one assistance and may be at risk of psychiatric hospitalization or need to maintain their current placement. TBS is not a stand-alone service; it is an authorized supplemental benefit for those eligible who require ongoing coordination with other mental health supports. Its purpose is to supplement other specialty mental health services (“SMHS”) by addressing one to three behaviors that threaten the individual’s ability to stay in their current home. The provider shall equip the individual with skills to effectively manage the identified behaviors or symptoms that hinder achieving a stable residence at the lowest appropriate level. TBS shall be delivered in environments where the identified behaviors or symptoms occur, such as the home or school setting.
