The primary objective of this RFP is to solicit proposals from qualified Pacific Maritime Association (PMA) employers for the hiring and supervision of International Longshore and Warehouse Union (ILWU) labor payrolled to receive and deliver cargoes at the Port’s marine terminals on behalf of the Port as Terminal Operator and ILWU labor payrolled to serve as lines and hose handlers on behalf of the Port to take, release, and shift vessels’ lines and to connect and disconnect pipeline hoses on the marine terminal. The required scope of services involves the following: 1.1 Supervision of ILWU labor to undertake truck and/or railcar unloading, sorting, recooping, marshalling, tallying, recording of damage, and compiling Over, Short and Damage (OS&D) documentation for export cargo received to place of rest and stored in transit on the marine terminals prior to vessel loading. 1.2 Supervision of ILWU labor to undertake sorting, recouping, marshalling, tallying, recording of damage, compiling Over, Short and Damage (OS&D) documentation, and truck and/or railcar loading of import cargo discharged from vessel to place of rest on the marine terminal. 1.3 Supervision of ILWU labor throughout the duration of tie up and let go operations within visual line of site. 1.4 Supervision of ILWU labor throughout the duration of connect and disconnect operations of pipeline hoses, booster pumps, and accessories. 1.5 Represent Port and Port’s interests to PMA and ILWU on all labor relations (LR) matters pertaining to Port operations, including, but not limited to vessel operations, lines/hose handling, terminal operations, and stevedoring operations. 1.6 Administrative support for procurement of essential materials and supplies required for the receipt, storage, and delivery of export and import cargoes on behalf of the Port as terminal operator. 1.7 Other duties involving supervision of ILWU labor on the marine terminal, as assigned. 1.8 Compliance with the terms and conditions outlined in this RFP and the Pacific Coast Longshore Contract Document (PCLCD).
