The City is soliciting proposals from a qualified software provider for the services described in this Request for Proposals (RFP). Interested software providers should prepare and submit a proposal, as described in this document. After review, the City will establish a short list of providers that may be contacted for interviews. The City anticipates entering into a multiyear agreement with one software provider. The City reserves the right to select none, one, or more than one software provider for the services. The scope of work for this project may include, but is not limited to, the following components: a) Software should be Software as a Service (SaaS) or cloud-based software system and allow for uploading and storage of documents along with communication to property owners/landlords, managers, and tenants. b) The software should allow for: i. Enough licenses for 4 staff members. ii. Tenants to download and upload, and or complete and submit applications electronically. iii. Tenants to be able to upload required income and special-circumstances verification documentation; iv. The ability to review and calculate a tenants income eligibility within the software. v. Landlords and tenants to download and upload noticing forms. vi. The ability to track and manage relocation assistance cases; vii. The ability to receive and track required notices from and between landlords, tenants, and the City. viii. ix. Summary and analysis of all data collected, and production of Microsoft Power BI reports. x. Ease of customization – Easy user interface for staff to add, delete, or modify fields, uploads and question sets . xi. City’s ability to easily create, save, and upload unique notices and forms. xii. Provision of training to City staff, landlords, and property managers throughout the Agreement Term at the City’s request.
