A. Description of Services/Background: 1. The Department of State Hospitals (DSH) manages the nation’s largest inpatient forensic mental health hospital system. Its mission is to provide evaluation and treatment in a safe and responsible manner, seeking innovation and excellence in state hospital operations, across a continuum of care and settings. DSH is responsible for the daily care and provision of mental health treatment of its patients. DSH oversees five (5) state hospitals employing approximately 13,000 staff. The state hospitals are in Atascadero, Coalinga, Metropolitan (Los Angeles), Napa and Patton. In Fiscal Year 2023-24, DSH served over 13,134 patients and on average, the inpatient census was approximately 7,298 in a 24 hours per day, 7 days per week hospital system. 2. Historically, DSH has experienced healthcare staffing challenges throughout the state of California. With civil service recruitment and other contracting temporary/relief services efforts, DSH continues to experience healthcare staffing vacancies, therefore uses temporary/relief to obtain qualified candidates for short-term and long-term needs until DSH can be fully staffed with civil service employees. 3. The DSH intends to award up to three (3) agreements per region to various service providers of Temporary/Relief Healthcare Staffing Services for the Northern and Southern regions of California. i.
