The County of Riverside Purchasing Department on behalf of Department of Public Social Services (DPSS), Children's Services Division (CSD) is seeking quotations from bidders qualified in providing Temporary Emergency Shelter for Youth that are between the ages of twelve (12) through seventeen (17). Historically, Riverside County has contracted for temporary emergency shelter services for approximately 150 youth annually. Youth stayed at the shelter an average of 5.3 days. The full range of Shelter services must include, but is not limited to: Shelter, Food, Counseling, Clothing, Transportation, Medical, Educational Services, and Permanent Care Coordination/Support. Respondents to this quotation are expected to have extensive experience providing temporary shelter for youth 12 to17 years old, and a demonstrated knowledge of applicable Juvenile Laws, Welfare and Institutions Codes (W&IC) 300 and 602, and CDSS Title 22 Regulations. The successful bidder(s) is expected to offer a family-like atmosphere and employ well-trained and dedicated staff members. The shelter must be capable of providing daily transportation to and from school and after-school tutoring. The shelter must provide individual, group, and family counseling and a variety of educational and recreational activities. The goal is to teach the youth appropriate behaviors that will strengthen their lives and improve relationships as they transition from the temporary shelter to whichever permanent placement option is deemed most appropriate for the youth by the DPSS Social Worker. A total of 12 guaranteed beds are needed throughout the county at any time. Shelter services are needed for youth Countywide, in three primary zones, Western County, Mid County, and Desert & Eastern County. Potential vendors may provide shelter services in one or multiple zones. No additional specifications were given.
