Specifications include, but are not limited to:The objective of this request for bid is to secure services of a technical writer who will research, write, edit, organize and proof content; select, optimize and place pictures; and do the design layout to produce technical reports that detail a multi-objective plan guiding the long term strategic investment of public funds in the county in flood protection, water supply reliability, water quality, and stream stewardship. The technical writer will produce two reports with multiple technical sections in one “voice,” with a consistent approach and appropriate level of detail in each chapter and in each report. This will involve synthesizing material provided by many different authors, sometimes at different levels of detail. While the District will provide project information and draft chapters, the technical writer may have to gather additional information and consult staff, including subject matter experts, and incorporate input provided by the community and stakeholders. The technical writer will establish and follow a citation system for technical data. The District will provide maps and graphs, as well as some pictures, which may need to be optimized. The content will be reviewed by District staff and there could be as many as five rounds of revisions prior to the draft report. We do not anticipate a high level of thematic graphic layout, but anticipate a clean look with embedded figures and photographs.
