The Contractor will provide services throughout the contract term as follows: A. Initial Coordination Phase: The Contractor will meet with the HCD Contract Manager or designee, weekly or as agreed upon by the HCD Contract Manager, to determine referral processes and implementation procedures for the TA delivery and to discuss status updates and problem-solve on all referrals for TA, during the term of the contract. B. Service Delivery Phase: The Contractor will provide direct one-on-one TA to TA Recipients during all the following sub-phases: 1) Pre-Application or Pre-Development Sub-Phase: TA will be provided to help assess housing needs, identify potential projects, identify various available funding sources, assess financial and operational capacity; including ability to maintain the project during the regulatory period, and comprehend the requirements of each source of funding. 2) NOFA/Application Sub-Phase: TA will be provided to help the TA Recipient with application completion; including gathering key documentation and meeting critical deadlines; and determining feasibility of projects. 3) Post-Award/Implementation Sub-Phase: TA will be provided to assist the TA Recipient with executing legal documents and meeting other funding requirements, completing construction/rehab, and initiating project operations...
