Identify high-use areas for targeted improvements and opportunities to expand access, reducing ecological stress and user conflicts. 2. Cost/Benefit Analysis: Evaluate the returns of investments in new trails, habitat restoration & improvement, trailhead enhancements, OHV access, recreational expansion, and safety measures to ensure effective use of resources. 3. Recommendations: Deliver phased, data-supported recommendations for funding and implementing recreational improvements and investments. Scope: The study will encompass key public lands in the three counties, integrating economic, environmental, and social data to support strategic recreation planning.
