Specifications include, but are not limited to: 1.1. As an organizational provider agency, Contractor shall provide administrative and direct program services to County’s Medi-Cal clients [as defined in Title 9, Division 1, Chapter 11 of the California Code of Regulations]. 1.2 For clients under the age of 21, the Contractor shall provide all medically necessary specialty mental health services (SMHS) required pursuant to Section 1396d(r) of Title 42 of the United States Code (Welfare & Inst. Code 14184.402 (d)). 1.3 Program Services Description: Contractor shall provide a licensed transitional residential beds and program that aligns with the requirements of California Code of Regulations Title 9 Section 531 and 534, California Welfare and Institutions Code 5671 and other applicable sections related to transitional residential services. As an organizational provider agency, Contractor shall provide administrative and direct program services to County’s Medi-Cal clients [as defined in Title 9, Division 1, Chapter 11 of the California Code of Regulations]. Transitional residential services provide a full-range of bio-psychosocial rehabilitative services to seriously mentally ill adults with co-occurring disorders who have Medi-Cal coverage and benefits and who are residents of San Diego County. These services are an integral component of the long-term care system in that the program serves as both a step-down and diversion function from higher level and more costly services. Mental Health Services Act (MHSA) funded ShortDoyle/Medi-Cal-Certified Countywide Transitional Residential Mental Health Program for Clients with Severe Mental Illness 1.4. Services shall be coordinated and integrated with County of San Diego, Health and Human Services Agency (HHSA) Behavioral Health Services, Fee For Services (FFS) and other mental health providers, HHSA Aging & Independence Services, HHSA Child & Family Well-Being Services, HHSA Family Resource Centers, Healthy San Diego providers, OPTUM and the OPTUM SF/LTC Placement Committee, housing and homeless providers, Aging Network, and other physical health providers, regional collaboratives, community resources and other organizations and groups serving mental health clients. 1.5. Contractor shall provide integrated treatment and rehabilitation services to adults/older adults who are low income or Medi-Cal eligible. All services shall be provided in accordance with County Behavioral Health Services policy in the areas of co-occurring disorders (COD), youth transition, older adult services, and cultural competence, and shall follow standards put forth in the BHS Organizational Provider Operations Handbook (OPOH) found on Optum San Diego’s website: https://www.optumsandiego.com/content/sandiego/en/county-staff---providers/orgpublicdocs.html Services shall include behavioral health care that is: • Person-centered • Individualized • Clinically effective • Outcome-driven • Culturally competent • Gender-specific • Trauma-informed • Developmentally appropriate • Inclusive of evidence-based treatment, rehabilitation, and recovery service approaches • In conformity with appropriate standards of care
