Specifications include, but are not limited to: Bidder Shall provide the following: - 6 classroom sessions - Each session shall be 8 hours of classroom instruction - Class size shall be 50-60 per session. - Class location shall be provided by the County of Los Angeles and will be provided within 30 days of the class. I. OBJECTIVE - A. Equip law enforcement and other first responders with the skills and tools necessary to proactively identify vulnerabilities. B. Provide students the ability to assess the potential risk of these criminal acts, manage the risk and possibly prevent these incidents. C. Developing COOP (Continuity of Operations) and MYSPMP (Multi-Year Strategy and Program Management Plan in compliance with Preparedness Circular 65 (FPC 65). II. TASKS TO BE COMPLETED – Consultant shall be responsible for completing tasks and work during this project as described below: Task 1: Address the current threat picture as it relates to international,national and local acts of sabotage. Task 2: Identify the modus operandi and tactics, techniques and procedures of groups or individuals who commit acts of sabotage Task 3: Provide case studies on current and past acts of sabotage. Case studies must includefacilities (i.e. business locations, government buildings, etc.). Task 4: Discuss the consequences of sabotage of public utilities. Task 5: Discuss those criminal and civil statutes in reference to case studies.
