The City of Alhambra is soliciting proposals to provide design services for Traffic Signal Synchronization Project (TSSP) – Adaptive/Traffic Responsive Upgrade on Garfield Ave, Fremont Avenue, Atlantic Boulevard and Valley Boulevard - PHASE 2. The City has been allocated 710 Mobility Improvement Project (Measure R) funds from the Los Angeles County Metropolitan Transportation Authority (LACMTA) to implement traffic signal upgrades to improve traffic flow and enhance safety for both drivers and pedestrians. The project area is located along four major corridors of Atlantic Boulevard, Fremont Avenue, Garfield Avenue and Valley Boulevard. There are 68 signalized intersections along these four corridors. The project will also include minor upgrades to 14 other traffic signals not on the primary routes to furnish the necessary equipment such as controllers, load switches, wireless communications, etc., to bring and tied those traffic signals to the future Traffic Management System. The scope and detail of all recommended improvements are documented in the Phase1 Traffic Signal and Communications Plan as noted below. The project was divided in two phases. Phase 1 is completed and involved the development of preliminary designs, inventory of existing equipment, selection of a Traffic Management System (ATMS) including the capability of running an Adaptive System and identification of locations for proposed improvements. The Phase 1 Traffic Signal and Communications Plan was completed in August 2025 (Link). The City is soliciting proposals for Phase 2, which will include the preparation of detailed engineering designs, plans, estimates, and specifications necessary to implement the improvements identified during Phase 1 preliminary engineering and conceptual analysis.
