The selected Consultant will be required to perform a detailed analysis of the current conditions and provide mitigation strategies and/or implementation regulations that reflect the unique challenges within the Venice Coastal Zone. Examples of these challenges include the replacement of public on-street and private off-street parking spaces with outdoor dining areas, the change of parking demand following the COVID-19 pandemic, and the growth of activity on commercial corridors (accounting for the seasonal variation of parking demand during the summer and winter holiday months due to tourism). Reducing parking demand to allow restaurants to pursue outdoor dining through the L.A. Al Fresco program while maintaining coastal access through various transportation demand management strategies is a critical part of satisfying the public access requirements of the California Coastal Act.
