The objectives for the Project are centered on identifying a publicly accessible, contiguous equestrian trail across the foothill communities of the Northeast San Fernando Valley. The planning process will include technical land use analysis, a strong community engagement component, and development of a roadmap of recommendations to achieve the contiguous trail over time. The Project will inform future trail investment and strengthen future funding applications for trail investments. The goals include the following: 1. Conduct a baseline assessment of existing equestrian trail maps, land use plans, and underlying land ownership and compile a map of existing formal and informal equestrian trails within the Project area. 2. Identify recommended equestrian trail route(s) to establish a continuous trail across the foothill communities of the Northeast San Fernando Valley, from Sylmar (e.g. Stetson Ranch Equestrian Park) to Sunland-Tujunga (e.g. Haines Canyon). At a minimum, the trail should be inclusive of the communities of Lakeview Terrace, La Tuna Canyon, Shadow Hills, and Sunland-Tujunga, cross south of Foothill Boulevard and the I-210 Freeway, and connect to the Hansen Dam, Fond Family Open Space, and Rim of the Valley Trail. 3. Develop a trail map illustrating existing and proposed equestrian trail segments, amenities, and other relevant information for in-person and online review and input from community members, stakeholders, and official entities listed herein. 4. Identify desired equestrian amenities along the trail and potential locations and/or project sites for each. Proposed amenities can range in size and purpose based on community input (e.g. trail head, bathroom, water station, hitching post, trash can, etc.). 5. Develop cost estimates for all proposed new developments and prepare an implementation plan that considers phased development.
