The State is interested in procuring a qualified firm(s) to assist the DJJ to plan, implement, and operate an effective and efficient therapeutic communities program within DJJ facilities. The State would like your feedback in the following areas: What are some of the main tasks and services that should be considered in developing a scope of work for planning, implementing, and operating a TC program? What activities and elements would be included in a typical TC model? What are some proven details that should inform the development of the DJJ TC program? For example, staff/youth ratios, size of youth group, activities and interventions? What outcomes should be tracked both internally and post-release to measure the TC program’s efficacy?
