Purpose and Background; 1.1 The City of Berkeley (hereafter, "the City") seeks proposals from qualified contractors to provide temporary daily mobile fueling services for direct vehicle fueling of ultra-low sulfur renewable diesel (RD99). 1.2 This short-term contract, anticipated for six (6) months base period with options for additional months, is intended to cover the fueling needs of the Public Works Zero Waste Division fleet, including but not limited to garbage trucks and long-haul 18-wheeler trucks, during a period when City fueling infrastructure is unavailable due to the installation of a new above-ground storage tank. 1.3 The City aims to ensure continuity of operations, maintain fleet efficiency, and uphold its commitment to environmental sustainability by utilizing renewable diesel. Renewable diesel (RD), or hydrogenation-derived renewable diesel (HDRD), is a petroleum-free fuel created from renewable feedstocks. It meets the ASTM D975 specification, making it chemically identical to petroleum diesel and compatible with existing vehicle and fuel dispensing infrastructure without warranty, operational, or maintenance concerns. 1.4 RD99 refers to a blend of 99% renewable diesel by volume with 1% petroleum diesel. Its use significantly reduces greenhouse gas (GHG) emissions (by up to 80% compared to conventional diesel) and tailpipe emissions of nitrogen oxides (NOx) and particulate matter (PM). 1.5 Multiple awards will be made under this solicitation to ensure redundancy, competitive pricing, and uninterrupted service.
