Overview The Proposer will provide on-call services as needed for cellular telecommunications, (including tower, rooftop, and other mounted installations), fiber optic (including dark fiber) and other related consulting and support services to the VTA. VTA requires this service in order to manage existing cellular and fiber optic sites, as well as strategically grow and optimize VTA’s current Telecommunications portfolio. Proposer to identify current liability and compliance issues and all concerns with all agencies required for all cell tower, rooftop cell, fiber optic, and dark fiber future agreements. Proposer will assist in negotiating new and amended lease agreements with providers and tenants. A detailed scope of work and schedule will be developed for task orders to be issued by VTA for individual projects. Each task order will have specific needs that may require any of the following: A. Market Analysis and Fee Schedule Update: i. Review VTA’s current Telecommunications portfolio and fee schedule. ii. Perform market research and analysis to compare VTA’s Telecommunications portfolio and fee schedule to other public and private agencies locally and nationally. iii. Make recommendations to VTA for updated Telecommunications fee schedule for new iv. and existing sites. v. Provide an annual update to the fee schedule. vi. Perform other research and analysis as requested by VTA. B. Marketing Plan and Strategy: i. Develop a short-term and long-term strategy for VTA’s Telecommunications portfolio, ii. with an emphasis on streamlining processes and management, as well as maximizing iii. portfolio growth, market competitiveness, and leasing opportunities. iv. Develop a marketing plan with specific, actionable recommendations for maximizing use v. of existing cellular towers, including towers which have been or will be decommissioned. vi. Support VTA staff to implement recommended marketing plans and strategies. vii. Perform other marketing services as requested by VTA.
