East Los Angeles is a historically under resourced community. Freeways cut it apart. The Los Angeles County Department of Public Health considers it "one of the most pollution burdened communities in the County.” Within East LA's 7.4 square miles, LA County's Vision Zero Action Plan has identified 15 roadway segments as Collision Concentration Corridors, which are defined in the Plan as any half-mile roadway segment that contained three or more fatal or severe injury collisions between January 1, 2013 and December 31, 2017. East LA Moves/El Este Se Mueve Mobility Corridor Plans aims to create a model for participatory planning in East LA to address historic and current inequities that can be utilized in future planning projects. The Plans will guide the implementation of improvements that will make it easier and safer for East LA residents to walk, bike, and use transit. The project corridors—along portions of Cesar Chavez Avenue, Eastern Avenue, and Ford Boulevard—are areas where plans do not yet exist, but where infrastructure funding has been allocated through the 710 North Mobility Improvement Projects. The project will create conceptual plans along these three collision concentration corridors. The project is a partnership between Los Angeles County Public Works (County) and Public Matters (PM), a creative studio for community engagement and local community-based organization (CBO), who will lead community engagement and prepare the Plans. The County will provide technical guidance for existing conditions, conceptual designs and recommendations, and planning documents; meet with the CBO on a monthly basis for review of progress; review CBO and Consultant task deliverables; and attend project stakeholder and public meetings. Deliverables can be received electronically and review comments and questions will be provided to the team via email. Approval of final documents will be provided via email.
