2.1 TARGET POPULATION Population for Levels of Care available for Programs 1 and 2: 3.1 level of care to serve individuals whose mental status is assessed as sufficiently able to participate in treatment. Typically, this individual acknowledges existence of SUD and need for change. The individual is able to demonstrate some limited coping skills; however, they need a 24-hour structure to help apply recovery skills and are in imminent danger of relapse in the home environment. 3.2 level of care to serve individuals who have a substance use history which indicates moderate withdrawal and need 24-hour support to complete withdrawal management and increase likelihood of continuing treatment or recovery. This service will be provided to all eligible individuals regardless of insurance. 3.3 level of care to serve individuals who can participate and benefit from the program and who require residential structure to stabilize cognitive impairments, maintain activities of daily living, maintain sobriety, manage threat to self or others due to intoxication, and manage continuous dysfunctional behaviors. Level 3.3 is not considered a lower level of care than 3.5. Level 3.3 is population specific and requires staff and interventions catered toward individuals with cognitive deficits. Typically, client has little insight for the need of treatment or the connection between addiction and their life problems. 3.5 level of care to serve individuals whose emotional stability and cognitive functioning is assessed as able to permit participation in residential substance use disorder treatment interventions. Their mental disorders may involve serious and chronic mental disorders (such as schizophrenia, bipolar disorders, and major depression) and personality disorders (such as borderline, narcissistic, and antisocial personality disorders). Client’s psychiatric condition is stabilizing, however without 24/7 support it would decompensate. Client has significant functional impairments, however, are likely to respond to staff interventions. Mental health treatment will be provided and coordinated by Orange County Health Care Agency.
