Specifications include, but are not limited to: Software License the Submittable software to the California Transportation Commission with the following parameters: Provide license for one program (Active Transportation Program) initially, but have the capability to add unlimited programs in the future. Provide access for three internal administrators with permission to edit forms, review submissions, assign applications to evaluators, review evaluator score forms, review analytics, and communicate with applicants and evaluators. Provide access for up to 110 internal or external evaluators with permission to view applications and complete evaluation process. Include an analytics dashboard with information on application submittals. Provide multi-round review capability for evaluators. Provide collaboration capability for applicants. Integrate DocuSign into the application. Develop a California Transportation Commission-branded website to house the application portal. Include links to Guidelines, scoring rubrics, and other guidance materials. Create sign-in portals for applicants and evaluators to access applications. Develop and provide full build-out of the Active Transportation Program application, with guidance from Commission staff. Training Provide at least 20 hours of virtual training on Submittable implementation and use. All sessions must be recorded for future reference. Provide a dedicated staff person to provide support to staff for the first 60 days of implementation. Support Provide email and phone support to Commission staff within 12 hours or less of a support request. Provide a dedicated staff person that staff can contact with questions. Provide email support to applicants within 24 hours or less of a support request.
