2.1. Scope of Services The City seeks consultant services to perform full, hands-on structural inspection and engineering services for the Manhattan Beach Pier condition assessment of the topside and underside of the pier, as well as the piles/columns above and below the water surface. Consultants may recommend the use of land surveying equipment, divers, Remotely Operated Vehicles (ROV’s), sonar and echo sounding inspections and other measures to assess the condition of all elements of the structure. The final product of this effort will be a report of the assessed condition of the pier, recommended rehabilitation, and cost estimates. Timeline and Deliverables A. Schedule and Project Delays: A rehabilitation project as such is conducted in phases (site inspection, initial repairs, ongoing monitoring), therefore, the consultant should provide a timeline, including accounts for environmental factors that could delay the project. B. Reports: The Consultant should provide reports with findings from the inspection of abovewater and below-water conditions. These reports will include the overall prioritization of potential repairs and help refine the future scope of rehabilitation work. C. Structure Plans: The consultant should generate a set of as-built structure plans of the existing structure. The successful Consultant will be expected to work with City staff to develop a cost-effective program to evaluate the structural condition of the Pier.
