The selected consultant shall provide services that include, but are not limited to: 1. Background Research and Environmental Scan o Review existing City strategic plan and relevant documents (budget, General Plan, Specific Plans, etc.). o Conduct SWOT (Strengths, Weaknesses, Opportunities, Threats) analysis with input from Council, staff, and stakeholders. 2. Facilitated Strategic Planning Sessions o Conduct one-on-one interviews with City Council members and the City Manager. o Facilitate at least one Council retreat and/or study session to identify goals, priorities, and vision. o Facilitate Executive Team strategy meetings and staff workshops. 3. Mission, Vision, and Values Review o Conduct an assessment of the City's current mission, vision, and values statements. o Lead structured exercises to affirm, refine, or revise these statements. o Ensure alignment with Council priorities and staff culture. 4. Community and Stakeholder Engagement o Develop and implement a public engagement strategy to solicit feedback from residents, business owners, and community leaders. o Include both in-person (e.g., open houses or town halls) and virtual engagement (e.g., surveys, digital platforms). 5. Strategic Plan Development o Develop a written Strategic Plan with clearly defined strategic priorities, goals, and implementation milestones. o Identify metrics or indicators for tracking progress. o Ensure the plan is practical and implementable within resource constraints. 6. Council Presentation and Final Adoption o Present the draft plan and revised mission/vision/values to the City Council. o Make revisions based on feedback and assist with formal adoption process.
