A-Yes, however it is wise to keep in mind that the solicitation references DFARS: 13.106-2 Evaluation of quotations or offers. (b)(i) See 204.7603 for procedures on the requirement for contracting officers to consider Supplier Performance Risk System risk assessments as a basis of award.
Q- Could you confirm whether DoD is requesting resumes for key personnel as part of the proposal submission?
A- We are not requesting official resumes just work and professional experience.
Q- The Statement of Work (SOW) specifies that the contractor should have a minimum of 10 years of strategy experience and provide 5 references of past performance with successful outcomes. Could you kindly clarify if these requirements apply to the offeror as a whole or specifically to key personnel?
- 2.4.2 Key Personnel applies to key personnel.
Q- Vendor wanted to verify if the government intended to include the below restrictive requirement in 2.2.1 of the Statement of Work. "The annual Boot camp shall be conducted for a total of 40 hours and held in Q2 or Q3 and shall include the George Washington University Center (GWU) Center of Excellence in Public Leadership (CEPL) Strategic Management Performance Certificate upon successful test
completion."
