A. Contractor shall aim to increase stability, and transition youth to a lower level of care. In addition, contractor shall minimize hospitalizations, out-of-home placements, and placement failures among the clients served by providing community-based, family-oriented, and culturally competent mental health services for foster care children and adolescents who need enhanced specialty mental health services. B. Contractor accepts that it is a member of a network of providers of the Kern Behavioral Health and Recovery Services (KernBHRS) Children’s System of Care; a continuum of care that includes crisis intervention, hospitalization, and outpatient mental health services. Contractor readily accepts and shares the responsibility of providing quality services to all individuals served. C. Contractor shall demonstrate support of the KernBHRS Children’s System of Care by sharing information and resources and actively seeking to recruit staff and volunteers who are bilingual, bicultural, and who represent the ethnic and cultural diversity of the community it serves...
