Specifications include, but are not limited to: The County of Orange (County) Health Care Agency (HCA) is seeking proposals from qualified organizations to provide Full Service Partnerships (FSP) services in Orange County for three target populations: Spanish speaking adults, Vietnamese speaking adults and Veterans. Individuals served are adults, ages 18 and older, who are living with a serious mental illness (SMI) or may have co-occurring disorders, are unserved/underserved and may be homeless or at risk of homelessness, involved in the justice system, or frequently utilize inpatient psychiatric treatment/emergency rooms as the primary resource for mental health treatment. The overarching goal of FSP services is to help individuals on their path to recovery, wellness, and resilience. Proposition 63 was passed by California voters in November 2004 and enacted into law as the Mental Health Services Act (MHSA) in January 2005. FSP services are provided in accordance with the (MHSA) and are a requirement of the MHSA funding. Core values of MHSA include community collaboration, cultural competence, consumer and family driven services, focus on recovery and wellness, and integrated service experience. FSPs are part of Orange County’s Community Service and Support (CSS) planning and implementation of MHSA.
