The Imperial County Department of Public Works (Department) is seeking a Consultant with experience in local government, special district consolidation, and capacity studies to complete a comprehensive study for the consolidation of existing special districts and the potential consolidation of County-managed special district and the County’s ability to assume responsibilities of additional districts, if required. This effort will be conducted in compliance with the Cortese-Knox-Hertzberg Local Government Reorganization Act of 2000, the regulation of the Imperial Local Agency Formation Commission (LAFCo), and relevant local and state policies. The primary objective of this study is to determine feasibility, evaluate financial sustainability, operational efficiency, and service effectiveness of current County-managed special districts. The selected consultant shall be expected to develop recommendations regarding potential consolidation strategies and also include an analysis of the County’s capacity to fulfill successor agency responsibilities should LAFCo initiate or approve the dissolution or reorganization of any existing independent special districts.
