Description:
The mission of the U.S. Department of Health and Human Services (HHS) is to enhance the health and well-being of all Americans, by providing for effective health and human services and by fostering sound, sustained advances in the sciences underlying medicine, public health, and social services. HHS’ regional office located in San Francisco provides these services throughout the West Coast and the entire country.
Per OMB memorandum “Reduce the Footprint” (OMB No. 2015-01, March 25, 2015) to reduce un-used or under-utilized federal facilities, the General Services Administration (GSA) Public Buildings Service (PBS) is seeking services to assist HHS to consolidate their Regional Office within their existing footprint.
HHS staff and operating divisions currently occupy 125,115 USF on Floors 2 through 9 in the Speaker Nancy Pelosi San Francisco Federal Building located at 90 7th Street, San Francisco, CA. This project will involve twelve (12) staff & operating divisions. To assist their national consolidation effort, HHS participated in a national workplace engagement to develop national design guidelines for HHS Regional Offices. This project will be required to incorporate these guidelines into the designed space. According to HHS space policy (Department of Health and Human Services, Utilization Rate for Office and Related Space, Memorandum, dated October 13, 2011); the agency should be at or below an all-in utilization rate of 170 usable square feet per person.
As a response to COVID-19, HHS is revaluating how they will work and established the 21st Century Workplace Model. The Model is based upon experience with ongoing operations during the pandemic in which the majority of HHS staff regularly telework. The Model assumes 20% of staff report to the office on a daily basis and the remaining 80% of staff primarily teleworking from remote locations.
The General Services Administration (GSA) intends to construct a federal tenant space (approximately 56,000 USF) for office and other use on floors 2 through 6 of the SNPFB. The renovation and reconfiguration of space requires demolition, interior construction and associated plumbing, fire protection, electrical, lighting, HVAC and Furniture Fixtures & Equipment (FF&E). Other services that may be required include existing furniture disposal, new furniture procurement and install, audio visual & move coordination.
Per FAR 36.204, the Estimated Construction Cost range is between $10M and $20M.
The Estimated Construction Duration is 1 year.

Size Standard:
The applicable NAICS Code 236220 — Addition, alteration and renovation, commercial and institutional building small business size standard is $45 million.
It is anticipated that the Request For Proposal (RFP) will be posted to the System for Award Management (SAM.gov) during the Fall/Winter of 2023. The awardee will be required to undergo the security clearance process. The full extent of the work will be described in the solicitation when it is posted. No additional information will be available before the solicitation is posted.
Sources Sought Response:
All interested parties should submit a capabilities package to include business classification (i.e. SDVOSB, HUBZone, etc.), as well as examples of three DBB projects completed within the last 7 years that included similar scope of work specified under this project, including projects in an occupied commercial or government owned facility where an alteration/renovation of the existing building took place, phased remodel of interior office space of 55,000 SF or larger; where project scope included: demolition, interior construction and associated plumbing, fire protection, electrical, lighting, HVAC and FF&E, with construction costs between $10M - $20M. Additionally, the contractors should have experience in Asbestos Containing Material (ACM) abatement work. Please provide a customer point of contact for each project listed.
Please include information on bonding capacity - per contract and aggregate, as well as proof of active SBA Certification and SAM Registration.
