The contractor shall provide sound level regulation and law enforcement training to assist officers in enforcement of the California Vehicle Code 38370 and ensure compliance with Public Resource Code 5090.32(k) requirement for enforcement of OHV Laws. This training will allow statewide peace officers to conduct standardized testing procedures in the field and enforce the law including issuing citations and providing court testimony. Training must include lectures on sound waves, amplitudes and frequencies, loudness and pitch, sound quality, human hearing physiology, environmental effects of sound, off-highway vehicle sound sources, and off-highway vehicle sound testing procedures necessary to enforce the law. The sound regulation and enforcement training may occur within the following nine (9) State Vehicular Recreation Areas (SVRAs): Prairie City SVRA, Carnegie SVRA, Hollister Hills SVRA, Oceano Dunes SVRA, Hungry Valley SVRA, Ocotillo Wells SVRA, Clay Pit SVRA, Heber Dunes SVRA, Eastern Kern County Onyx Ranch SVRA and partnering agencies throughout California depending upon law enforcement and volunteer training needs.
