Task 1 - Prepare a Soil Vapor Investigation Workplan Consultant shall prepare a soil vapor investigation workplan. Consultant shall provide a draft workplan for the City to review and will incorporate City feedback to create a final workplan. The workplan must be submitted to the RWQCB by January 31, 2026. The soil vapor investigation workplan must include the following elements: • Collection and analysis of soil vapor samples for volatile organic compounds (VOCs) to determine the extent of contamination in soil vapor and the risk to human health from vapor intrusion into indoor air at the site • Sampling procedures and analytical methods • Reporting of results • Implementation schedule Task 2 - Assist with Regulatory Communications and Site Access Agreements As requested by the City, Consultant shall assist with any regulatory questions or requests regarding the submitted workplan. Once the workplan is approved by the RWQCB, Consultant shall also coordinate with the City and the two property owners to establish new site access agreements to implement the workplan and continue groundwater monitoring activities. Consultant shall provide review of draft access agreements with the property owners for any logistical or regulatory issues. As requested by the City, Consultant may also facilitate discussions with the City, RWQCB, and the site property owners regarding access and logistics to implement the workplan. This task may include remote videoconference meetings, phone calls, or other necessary communications. Task 3 – Implement Soil Vapor Investigation Activities The City is targeting summer 2026 for the implementation of the workplan. Consultant shall implement the soil vapor investigation workplan by conducting pre-construction planning and field activities in coordination with the City. Once the workplan and access agreements are finalized, Consultant shall submit a proposed schedule, pre-construction plan (which shall include a pre-construction site meeting), and implementation plan for the City’s review. Consultant must provide advance notification to the City prior to beginning any work on site, describing the anticipated activities to be performed and start and end dates and times. Consultant must notify the City immediately if there are any unexpected issues that occur onsite. Proposers shall describe in their proposal anticipated applicable items and timelines, such as permits, locating of utilities, notifications to property owners, no-parking signs, traffic control, staging areas, safety measures, site restoration, demobilization, etc. Please note that in prior and existing access agreements, the property owners have required the City to conduct field work at night. Consultant shall analyze the soil vapor samples and draft a report describing the field activities, analytical methods, results, and, if applicable, recommended next steps. Consultant shall provide the draft for City review and incorporate City feedback to create a final report to submit to the RWQCB. Once submitted, as requested by the City, Consultant shall assist with any questions or requests from the RWQCB regarding the submitted report.
