Specifications include, but are not limited to: UNIT: The snow blower shall have sufficient snow removal output capacity for road clearing operations at high altitudes and meet the following requirements: Minimum GVWR of 57,000 lbs. Minimum travel speed of 22 mph up a 5% grade. The maximum travel speed shall be within safe limits as determined by the manufacturer, but in no instance shall the maximum speed exceed 55 mph on level ground. The unit shall be capable of at least 3.0 mph in reverse, on level ground. The wall to wall turning diameter, with the unit fully operational, but not including the side cutter bars, shall not exceed 70.0 feet. The overall width of the chassis should not exceed 103 inches (including the tires and fenders, but not including the rotary blower head). The overall height of the unit, including the light bar and with the rotary blower head in the down position, should not exceed 147 inches. ENGINE: The rotary snow blower shall be equipped with a single diesel engine, four (4) cycle, turbo charged and liquid cooled. The engine shall be rated at a minimum of 750, SAE1349 GROSS BRAKE horsepower and a minimum of 2,400 lb.-ft. of torque. CALIFORNIA EMISSION CERTIFICATION: The engine shall meet Tier 4 Final Federal EPA emissions requirements or greater and be California Air Resources Board (CARB) certified for the use intended in the State of California as of the date of manufacturing. The engine shall be a current production unit, approved for this application by the engine manufacturer as of the date of snow blower manufacturing. The contractor shall provide evidence of Federal and California emissions compliance upon request. The horsepower and torque ratings will be determined from the engine manufacturer’s certified, RPM, horsepower and torque curves. If the certified horsepower and torque ratings are net, then a list of the accessories that were on the engine when certified will be supplied. These certified curves will be submitted with the bid. The snow blower will, on occasion, be used continuously over a 72-hour period during road clearing operations at or near the snow blower’s full capacity. Engine duty cycles shall be adequate for this application and engine shall be warranted under these workloads. The engine’s diesel regeneration cycle shall not interfere with or impede snow clearing operations which consists of the unit traveling at approximately 3 miles per hour for 12 hours continuously. The engine will be equipped with the following: A cold weather starting aid capable of starting the engine in minus 10o F temperatures will be installed and approved by the engine manufacturer. An air cleaner system of the correct capacity recommended by the filter manufacturer and engine manufacturer to match the demand of the engine and an air restriction gauge. The manufacture’s standard air restriction gauge/switch shall be provided to indicate replacement or servicing of the filter as recommended by the engine manufacturer. The air cleaner connections shall be dustproof and waterproof. A key start and shutoff. The exhaust system(s) shall be designed and installed such that when the rotary snow blower is operated in high snow embankment conditions the exhaust will not be directed towards the operator’s cab. If the exhaust discharge is vertical, a rain cap shall be installed if allowed by the engine manufacturer. The unit shall be equipped with a 110 VAC block heater(s). The electrical plug in should be easily accessible from the outside of the engine housing and be waterproof. The engine shall have an audible and visible warning for high coolant temperature, low coolant level, and low oil pressure, as applicable for liquid cooled engines. The engine will be equipped with the proper sized fuel filters with built in water separator with visible water levels and drains. Ability to check engine oil levels without starting the engine. COOLING SYSTEM: Engine shall be equipped with the maximum capacity radiator available from the rotary blower manufacturer and approved by the engine manufacturer. Radiator shall be equipped with a deaeration system and a radiator fan as recommended by the engine and snow blower manufacturer. Rubber vibration isolation pucks shall be used to reduce vibrations from the frame to the radiator. The cooling system shall be adequate when the unit is operating under full load at 70o F ambient temperature with all hoods, doors, and etc., closed. The radiator shall be equipped with a low coolant level warning light in case the cooling liquid becomes low. This warning light shall be mounted in clear view of the operator. DRIVE COMPONENTS: The maximum input torque placed on all drive components shall be no more than the component manufacture’s recommended torque rating
