The City of Madera is soliciting proposals from qualified vendors to provide an emulsion polymer for its sludge dewatering equipment in accordance with this Request for Proposal (RFP). This RFP is expected to result in a five (5) year contract. The intent of this RFP is to identify a stable vendor (Proposing Vendor) that can offer the highest quality of service at the lowest overall cost to the City. Other Details Proposing vendors wishing to submit bids shall pre-qualify each product before submitting their bid. To pre-qualify a product: Proposing vendors shall conduct testing at the WWTP and determine the optimum centrifuge polymer and dosage for the City’s equipment. The Proposing vendor is responsible for all material and transportation costs involved in this testing, as well as the disposal of all containers and unused product resulting from testing. Proposing vendor shall be the manufacturer of the polymer(s) or the sole authorized direct manufacturer’s representative. Each proposing vendor will have the opportunity to bench test (jar test) their product(s) prior to submitting a proposal. The jar testing will be conducted at the WWTP located at 13048 Road 21 ½, Madera, CA 93637 on Tuesday, September 9, Wednesday, September 10, and Thursday, September 11, between 8:00am and 2:00pm daily. Jar tests will be by appointment only. A City staff or designee shall monitor all jar tests. Insurance requirements to perform a jar test: Before access is granted to the City’s WWTP to perform the jar test, proposing vendors must provide current safety data sheets (SDS) for all products used, as well as proof of Worker’s Compensation insurance as required by the State of California, and $1,000,000 Employer’s Liability per accident for bodily injury or disease. Proposing vendor shall submit to the City, along with the certificate of insurance, a Waiver of Subrogation endorsement in favor of the City, its officers, agents, employees, and volunteers. Notes The successful proposing vendor is expected to: Supply centrifuge polymer in bulk delivery. Quantity: T The quantity will vary depending on the City’s needs; however, the City currently averages approximately 600 gallons of centrifuge polymer per month. Delivery time: Successful proposing vendor shall deliver between the hours of 7:00 a.m. and 3:30 p.m. Monday through Friday, with no weekend delivery. Delivery location: All deliveries shall be made to the WWTP located at 13048 Road 21 ½, Madera, CA 93637. Offloading: Successful proposing vendor shall be responsible for offloading the polymer at delivery location. Monthly service call: Successful proposing vendor’s sales representative shall provide a monthly service call to monitor polymer performance and maintain the efficiency confirmed in the trials. Technical support: Successful proposing vendor shall provide technical assistance to the City as needed and shall conduct an initial site visit to optimize the product feed rate when the product is put into service. The City of Madera reserves the right to request Certificate of Analysis for any batch of centrifuge polymer delivered to the plant after the contract has been awarded.
