Specifications include, but are not limited to: The City desires to explore retaining the professional services of an organization with expertise in waste reduction, litter abatement and pollution prevention to assist with designing and conducting outreach efforts to Encinitas businesses and consumers. The organization will be expected, in consultation with City representatives, to complete the following tasks. TASK 1 Work Plan Development: Develop a work plan for education and outreach efforts to be used to notify and educate: a) impacted retail establishments, and b) the general public on the single-use bag reduction Ordinance conditions, implementation schedule, and alternatives to single-use plastic bags. This plan will include a detailed description of how each Scope of Work Item will be developed and implemented, including a detailed schedule. TASK 2 Outreach Material Design: Develop or customize new or existing graphic designs and narratives for messaging materials specific to the project. Provide City with graphics, messaging materials and narratives for use on City’s website and print-ready layouts for duplication. TASK 3 Outreach Events: Coordinate and conduct outreach events including the coordination of volunteers and/or staffing of on-site outreach activities at key shopping centers (estimated number of shopping centers - 10-15) and other events for distribution of informational materials and promotion of single-use bag reduction actions.
