The City of Turlock (hereinafter referred to as the “City”) is requesting proposals for qualified firms to provide short-range (Phase 1) and long-range (Phase 2) transit planning services. The consultant will first complete the Short-Range Transit Plan (SRTP) to guide operations, service planning, and capital investments over the next five years. Upon completion and adoption of the SRTP, the consultant will build upon its findings to develop the Long-Range Transit Plan (LRTP), which will provide a 20-year vision and strategic framework for transit growth, coordination, and investment. The combined effort will align with the City’s General Plan, the Stanislaus Council of Governments (StanCOG) Regional Transportation Plan (RTP), the California Air Resources Board (CARB) Zero Emission Bus (ZEB) regulations, and other relevant regional and state transportation and climate policies.
