A. BASIC SCOPE OF SERVICES 1. Data Collection and Site Assessment a. The Consultant will perform all data collection and review services. City staff will provide available pertinent system data, access to as-built drawings, reports, studies, and regulatory permits and provide information on existing issues and concerns for the gas collection and liquid extraction system. b. The Consultant shall conduct field verification of data as necessary and assess site conditions. All field activities shall be coordinated in advance with City staff. City staff must be present on-site to facilitate access to City facilities and to operate any equipment or systems as required. c. The Consultant shall review existing landfill permits, operational reports, and environmental monitoring data. 2. Systems and Infrastructure Evaluation a. The Consultant shall prepare a 30-year SLMP Update based on life-cycle analyses, condition assessment, and active maintenance and construction projects. b. The Consultant shall develop a comprehensive inventory of infrastructure and environmental control elements. c. The Consultant shall assess the rate of waste decomposition in various areas of the landfill and how landfill settlement impacts gas and leachate composition along with need for replacement and/or new landfill infrastructure to optimize gas collection and landfill operations. d. The Consultant shall assess anticipated equipment repairs and replacements over the next 30 years and develop a prioritized list of recommended capital improvements projects to enhance system reliability. e. The Consultant shall prepare estimates for future funding liabilities associated with the operation, maintenance, monitoring, and regulatory compliance of the landfill systems.
