The City of Los Angeles (City), Bureau of Engineering (BOE), Bridge Improvement Division (BID) seeks consulting engineering services to prepare the plans, specifications, and estimate (PS&E) package for an emergency structural repair, prepare a permanent drainage mitigation plan, provide technical support during bid and award, and design support during construction (DSDC) and construction engineering (CE) for the Sepulveda Boulevard Tunnel Near Mulholland Drive Phase 1 Project (Project). The tunnel segment of Sepulveda Boulevard situated directly beneath Mulholland Drive serves as a key connection between the San Fernando Valley and the Westside of Los Angeles. The Sepulveda Boulevard Tunnel (City Bridge No. 000476 / State Bridge No. 53C0164) has experienced persistent water infiltration resulting in structural damage, transverse cracking with efflorescence, localized pavement deterioration, concrete spalling, and tile detachment. Urgent repairs are required to maintain safe passage, followed by a permanent drainage mitigation plan. A Notice of Exemption (NOE) has been filed under the California Environmental Quality Act (CEQA) for the emergency repair scope, pursuant to Section 15301(c), which covers minor repair and maintenance activities for existing facilities.
