The selected entity shall provide the City with the following tasks and dedicated personnel to perform the following roles, as needed, per item below: 1. Review existing partnership agreements, operational documents, and current service levels to document how senior services are currently organized, delivered, and coordinated between the City and partner agencies. 2. Conduct a needs assessment to understand current senior services program strengths, community priorities, and areas for enhancement, comparing findings with similar programs in surrounding benchmark cities. 3. Develop a gap analysis comparing current operations with community needs identified in the assessment to determine where additional support or resources may be needed. 4. Perform an assessment of Senior Services facilities and operations in coordination with the City and EPASCI to understand existing resources, capacity, and opportunities to enhance service delivery in alignment with best practices. 5. Propose several staffing structures and service delivery models including, but not limited to a succession plan that promotes service continuity if there is staff turnover, 6. Determine areas for improved efficiency and identify desired enhancements to current programming and service delivery. 7. Host 5–7 focus groups and at least two (2) community town halls that are inclusive and representative of the East Palo Alto community to gather feedback on current services, needs, and opportunities for improvement. 8. Provide a communication and outreach strategy informed by community feedback and local context to promote awareness of senior services, encourage participation, and strengthen community engagement. 9. Develop a multi-faceted fundraising and resource development plan to support the long-term sustainability of Senior Services operations. 10. Be prepared to attend City Council meetings and provide results of project goals along with City staff. 11. Deliver a completed Strategic Assessment to staff that covers all areas above and methodologies for securing that data
