The Orange County Transportation Authority (OCTA) Senior Mobility Program (SMP) is designed to fill the gap between local fixed-route buses and ADA paratransit, or ACCESS service, by providing local transportation services to seniors in participating cities in Orange County. Under the program, participating cities are eligible to receive funds from OCTA to help operate a transit program that best fits the needs of older adults in their communities. Since 2002, the City of San Clemente has provided senior transportation services based on OCTA’s SMP. The City’s program provides seniors age 60+ who reside in the City with transportation to and from several locations in San Clemente. Over the past year, the program averaged about 8,400 rides. The City’s program operates under a cooperative agreement with OCTA and in compliance with OCTA SMP program guidelines (Refer to Attachment A). OCTA provides most of the funding to support the City’s program provided that the City’s program continues to meet the SMP program guidelines. The Contractor selected to provide the City’s senior transportation service must operate and provide the service in compliance with the Scope of Work and OCTA SMP program guidelines to ensure that the City maintains eligibility to receive OCTA funding support. Contractor will pick up and transport eligible seniors upon the rider’s telephone request to the Contractor. Taxi services are to be available between the hours of 7:00am and 7:00pm, seven days a week (excluding holidays). Contractor will provide transportation upon request to qualified disabled seniors. The vehicle shall have wheelchair and ADA accessibility, if requested by rider or City staff.
