Specifications include, but are not limited to: The Contractor shall maintain high visibility, answer routine questions for directions and handle minor problems with courtesy and respect at all times. The Contractor and security personnel are expected to observe and immediately report situations to the appropriate personnel and/or emergency services via telephone, radio, or any means possible. The Contractor and security personnel shall immediately contact local law enforcement or emergency personnel by calling 911 (or 9-911 if calling from a state phone) including, but not limited to, the following cases: firearms, explosives, vandalism, arson, and brandishing of a weapon. The Contractor shall ensure that security personnel will cooperate with CDE personnel in the event of a conflict or disturbance. Security personnel are required to submit an incident report for any incidents occurring during their shift & will work with CDE building security to file an incident report. A. Security Personnel: The Contractor will provide security personnel consisting of two security guards and one security officer for each meeting. Security personnel must provide security screening and will set up, operate, and breakdown the security equipment for each meeting. Meetings days are anticipated to last up to twelve hours, including set-up and breakdown time. Any time over eight hours will be considered overtime and reimbursed at the overtime rate pursuant to Exhibit B. a. Security Guard: Two security guards will be responsible for monitoring the metal detector. Security guards are unarmed and maintain their position at the metal detector. b. Security Officer: The security officer will supervise the two security guards and communicate with other law enforcement present in the building. The security officer shall be armed and can be either a retired or an off-duty law enforcement officer. B. Security Equipment: a. Walk-Through Metal Detectors: 1. The Contractor will provide two walk-through metal detectors for each meeting. Contractor will operate walk-through metal detectors for the duration of each meeting. 2. Set Up and Breakdown: The Contractor will deliver and set up walk-through metal detectors on the morning of each meeting. Set up will take approximately thirty minutes per meeting. Contractor will test equipment to ensure proper working order during set up. Contractor will breakdown and remove walk-through metal detectors from CDE on last day of meeting, upon CDE notification of meeting adjournment. b. Other Security Equipment: The Contractor will provide all other incidental security equipment (i.e., hand-held metal detectors, property bowls, gloves, etc.) necessary to carry out professional security services as described herein.
