Specifications include, but are not limited to: SECURITY SCOPE OF WORK The proposed security contractor will be managed by the West Sacramento Police Department through the Port Facility Security Officer and Assistant Facility Security Officer. A confidential facility security plan is in place and has been approved by the US Coast Guard. This solicitation is for an armed security contractor for the Port of West Sacramento, to keep the Port of West Sacramento facility and docks protected. Access control and the monitoring of existing security surveillance and fire alarm systems are included in these responsibilities. At minimum, an armed guard will be required to staff a main gate/control station 18-24 hours a day, 7 days a week. Supplemental staffing is required for a minimum of 4 hours per night random patrol; and a second officer staffing 24 hours a day, 7 days a week when a ship is in Port (referred to as gangway patrol), or when the MARSEC levels are raised. The CONTRACTOR selected must be licensed, bonded and insured, with at least 10 years security experience, including security at a U.S. Port or other federal regulated facility. The CONTRACTOR must be able to provide an armed guard within 1 hour if required. The CONTRACTOR must have a manned 24 hour dispatch call in center, to dispatch additional armed security guards in a timely manner when requested. The CONTRACTOR is expected to provide a marked security vehicle for transportation and patrol duties on the facility.
