Specifications include, but are not limited to: A. The prospective vendor and vendor's agents and employees shall possess all licenses, registrations, and permits required by the California Department of Consumer Affairs, Bureau of Collection and Investigative Services. Such licenses are to be presented to the City of Santa Monica on demand and include guard registration card. B. The City requires the services of eight (8) unarmed security officers and one (1) supervisor to work one twelve-hour shift to secure and monitor points of entry onto the Santa Monica Pier by being stationed at one or more ingress post(s) on the Pier to (1) prevent sidewalk vendors, as defined by Santa Monica Municipal Code section 6.36.020, from gaining entry to the Pier and (2) report any other unusual activity on the Pier. C. The prospective vendor must provide security officers who will cooperate with the City’s Code Enforcement Officers, the Santa Monica Police Department, and any other law enforcement agencies that have the authority to act on the Pier. Such cooperation includes filing reports of incidents and calling in Code Enforcement or the Santa Monica Police Department for incidents or events requiring assistance from or intervention by a code or law enforcement officer. D. The prospective vendor must provide security services that will be performed in a professional manner and in a manner that is courteous and polite to the public to the extent possible under the circumstances. E. The prospective vendor must provide security officers who will inform the sidewalk vendors that they are not allowed to gain entry to the Pier. The security officers will report entry to the Pier by sidewalk vendors to either the City’s Code Enforcement Officers or the Santa Monica Police Department. Security officers who observe other unusual activity on the Pier will report such activity to either the City’s Code Enforcement Officers or the Santa Monica Police Department.
