Title: San Ysidro Land Port of Entry FMCSA Bus Inspection Facility - Design Bid Build Construction (DBB)
Description:
The San Ysidro Land Port of Entry, located at 720 East San Ysidro Blvd, serves as the main point of entry along the border between San Diego and Tijuana. During the construction of the Land Port of Entry (LPOE) campus build out, completed in 2019, the need was identified to perform inspection of buses crossing the border daily. However, since the LPOE campus build out was well into construction when this need became apparent, the decision was made to perform the construction of the inspection facility after completion of the campus.
The General Services Administration (GSA) intends to resolve the sight line issues of the Bus Inspection Facility at 4841 Camino de la Plaza, San Diego, CA 92173. The General Services Administration (GSA) intends to construct the project which has two covered bus inspection bays, an admin office, parking spaces for employees, and a ramp off the northbound egress lanes from the San Ysidro land port of entry (LPOE) which are part of I-5 and I-805 freeways for bus circulation located on a federal site to be acquired as part of the project north of the existing LPOE.
The Contractor (also known as the General Contractor) shall provide labor, materials, and equipment to construct this project in accordance with this Statement of Work and the Construction Documents, including drawings and specifications.
Per GSAM 536.204, the Estimated Construction Cost range between $5M and $15M.
The Estimated Construction Duration is 20 months.

Size Standard:
The applicable NAICS Code 236220 — Addition, alteration and renovation, commercial and institutional building small business size standard is $45 million.
It is anticipated that the Request For Proposal (RFP) will be posted to the System for Award Management (SAM.gov) during the Fall/Winter of 2023. The awardee will be required to undergo the security clearance process. The full extent of the work will be described in the solicitation when it is posted. No additional information will be available before the solicitation is posted.
Sources Sought Response:
All interested parties should submit a capabilities package to include business classification (i.e. Small, 8a, SDVOSB, HUBZone, etc.), as well as examples of three DBB projects completed within 10 years that included similar scope of work specified under this project, including:
Construction of a vehicle inspection and maintenance facility and site improvements associated with the new building. New construction consists of the demolition of an existing asphalt parking lot, grading, site work, PCC and AC paving, construction of an administration building with a passenger waiting area and a two bay inspection pit with cast in place concrete walls and a structural steel canopy. Time is of the essence with regard to completion of the new facility. Interested contractors should have experience in the following:
- Earthwork
- Inspection Facilities as new construction, 5000 SF or larger
- Illustrating construction logistics (staging of construction materials and activities) on a constrained site
- Projects with demolition of existing site elements
- Fabrication and erection of structural steel
- Masonry construction
- PCC and AC paving
- Installing security and Information Technology wiring and infrastructure
- Installing exterior security fencing assemblies
- Installation of HVAC Systems
Please include information on bonding capacity - per contract and aggregate, as well as proof of active SBA Certification and SAM Registration.
