The City invites you to submit separate proposals for two (2) sites located at 573 and 591 Birchwood Way, Turlock, to provide and sustain affordable rental housing for income-eligible individuals and/or families. The scope of work includes, but is not limited to, the following: Applicants must submit a separate proposal for each site they would like to be considered for. Deed restrictions and restrictive covenants will be placed on each property for rental affordability requirements and specific limitations on the use of the property. The affordability period for the property located at 591 Birchwood way will be a minimum of thirty (30) years, and for the property located at 573 Birchwood Way, a minimum of fifty-five (55) years. Applicants are invited to submit proposals in accordance with the specifications outlined in this RFP. Proposals should assume that the City-owned properties will be conveyed in as-is condition after the basic rehabilitation work is complete. Each property must be maintained by the applicant for restricted affordable housing use. Tenant use restrictions for each property is listed in Attachment A: Property Use and Description. Each site will be subject to maximum allowable rent limits, which will be provided annually by the City’s Housing Division, and tenant income restrictions. The successful applicants must be a California registered non‐profit organization.
